Policies are to follow requirements including those identified in the Consolidated Grant Guidebook M 3130. The consultant must demonstrate competence and qualifications related to the services performed including: A. The consultant must have extensive experience with the Federal Highway Administration and the Washington State Department of Transportation publications, standards, design, and documentation procedures. B. Successful experience delivering projects in a streamlined fashion to reduce scope schedule and budget. C. The consultant must demonstrate the ability to manage projects and coordinate with other team members, and Kittitas County staff, to ensure the projects are delivered on time and within budget, with potential risks and opportunities identified. D. Ability to respond to unexpected as well as regularly scheduled requests for services with minimal delay. E. Ability to work collaboratively in a regulatory environment with other agencies, interest groups, and permit applicants. 2. Public Outreach Services The consultant must provide experienced public outreach and involvement staff knowledgeable in local government, state government and federal government policies. The consultant must demonstrate competence and qualifications related to the service being performed including: A. Public presentations. B. Data gathering techniques and methods. C. Public Hearing support materials and presentations. 3. Policy development and writing The consultant must provide staff with experience in developing these three separate policies and possess the writing skills needed to create drafts for review by QUADCO and Washington State Department of Transportation (WSDOT). This development and writing will include an outline, multiple drafts and a final product. Policies include Title VI, Harassment and Code of Ethics and ADA.  Title VI policy/plan to include a language access plan with a four-factor analysis addressing limited English populations in the QUADCO area. For your records, the County will provide a confirmation email to the contacts provided in the submittal confirming receipt of your interest in the proposal. Submittals received after 10:00 AM on Friday, March 8, 2024, will be disregarded. QUADCO Ranking Committee will review submittals, score the submittals and caucus on selection results. If the review committee agrees to select without interviewing, successful firms will be immediately noticed. If the selection committee desires to interview prospective firms, firms will be invited with appropriate lead time for scheduling. SELECTION PROCESS AND PROPOSED SCHEDULE: Selection will be based upon the following criterion to total 100 points: 1. The firm’s or team’s qualifications, experience, and ability to perform the work as listed in the SOQ (20 points). 2. Demonstrated experience with similar projects (15 points). 3. Demonstrated experience maintaining schedule and delivering projects within scope (15 points). 4. Familiarity with QUADCO and experience working with County staff (20 points). 5. Demonstrated ability to communicate and work effectively with the public, staff, policy, and review bodies (15 points). 6. The firm’s ability to scale the work and allocate appropriate resources resulting in the most efficient use of QUADCO funds (15 points). Public Notice    The Quincy-Columbia Basin Irrigation District is providing public notice that it will be making aquatic herbicide treatments in 2023 by the Washington State Department of Ecology Irrigation System Aquatic Weed Control NPDES General Permit WAG991012A.     Aquatic herbicide treatments normally occur between March and November of each year. Treatments will be made to most of the facilities within the Quincy-Columbia Basin Irrigation District.      Boundaries extend through Grant County and parts of Adams County, including Soap Lake, Ephrata, Quincy, George, and Royal City. Herbicides for aquatic weed and algae control include copper, acrolein, endothall, fluridone, and imazapyr. Weekly treatments will be posted on the website, www.qcbid.org.    Canals are on United States Bureau of Reclamation easements and are intended for authorized purposes only.     Signs that notify the public of treatments have been erected at irrigation canal access points. Irrigation water is intended for agricultural purposes. Unintended uses include, but are not limited to swimming, boating, and fishing. Canals are dangerous and may be harmful to human life.     Individuals desiring additional information should contact Water Quality Supervisor, Nuthavadee Kukes at (509) 787-3591 at the QCBID office. Inquiries may also be directed to the Department of Ecology Headquarters office in Olympia (360) 407-7118 or the Regional Office in Spokane (509) 329-3400.  #03018/19973 Pub: February 29, 2024 & March 7, 2024
