City of Moses Lake Notice of Application and Optional DNS Shoreline Substantial Development Permit Public Hearing Susan Tao submitted an application on February 12, 2020 seeking a Shoreline Substantial Development Permit. The proposal includes using bio-logs, vegetation, and hard surface to stabilize the shoreline. The application was determined to be complete and ready for review on March 12, 2020. The project has been determined to be consistent with the City's Comprehensive Plan, and the Shoreline Master Program. The development regulations applicable to the project are: Moses Lake Municipal Code Title 14: Environmental Regulations, Title 19: Growth Management, Title 20: Development Review Process. Environmental review is required for this project. The City of Moses Lake has reviewed the proposal for probable adverse environmental impacts and issued a Determination of Non-Significance (DNS) for this project. The optional DNS process in WAC 197-11-355 was used. Comments on this proposal from public agencies with jurisdiction and any comments on the environmental review concluded on 5:00 p.m. on March 27, 2020. Comments from the general public on other aspects of the proposal will be accepted up to the date of the public hearing. A Public Hearing for this project is required. The public hearing is scheduled before the Planning Commission on June 11 at 7:00 pm via virtual meeting. Anyone wishing to be heard may appear at the public hearing. Written comments on this project will be accepted until 5:00 p.m. on April 23, 2020. The link to the Planning Commission meeting is on the City's website (www.cityofml.com). It is the right of any individual to comment on the application, receive notice and participate in any hearings/meetings, and request a copy of the decision once made. The decision may be appealed, by applicants or parties of record, the Grant County Superior Court as provided in Chapter 20.11 Appeals. There shall be no administrative appeal of a decision of the hearing examiner. Motions of reconsideration may be submitted by an applicant or a party of record of a decision by the hearing examiner as provided in Chapter 20.11 Appeals.
