Notice of Application - Date of Notice: March 27, 2020 Notice is hereby given that Grant County has received a SEPA checklist from Adams Cousins LLC/Willow Drive Nursey Inc. (Designated Contact: Bruce Mathews, Black Rock Construction & Development LLC, PO Box 456, Moses Lake, WA 98837) and determined this application to be technically complete on March 20, 2020. Grant County expects to issue a Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. DESCRIPTION: Construction of a 44,000 sq. ft. tree grafting warehouse. 8,000 sq. ft. will be office space, 18,000 sq. ft. will be production/grafting, and 18,000 sq. ft. will be storage. PERMITS REQUIRED: Building Permit. STUDIES REQUIRED: None. LOCATION: The project site is located on Rd 5 NW in the community of Ephrata WA.
