Determination of Non-Significance File Number: LUA2020-0013 Project: Shoreline Substantial Development Permit for the Stratford Rd Potable Water Booster Pump 2019 The City of Moses Lake submitted an application for a Shoreline Substantial Development Permit to install a. Booster Pump within the Stratford Rd right of way. The location is at the North West end of the Alder St. Fill Bridge.2019. Components of this project include installing a water booster pump and vault, connecting pipes, and install fencing, concrete, and an electric vault. An 8" water pipe will be connected to a 12" pipe to improve water service to the neighborhood west of Stratford Rd. Location: The project site As the lead agency for this project, the city of Moses Lake Responsible SEPA Official, Kris Robbins, has determined that the project does not have a probable significant adverse impact on the environment. An Environmental Impact Statement (EIS) is not required under RCW 43.21C.030(2)(c). The decision was made after review of a completed checklist and other information on file with the lead agency. This information is available to the public upon request. This DNS does not have a comment period as it is issued under 197-11-355 (Optional DNS). City of Moses Lake Notice of Application and Optional DNS Pacific Engineering and Design on behalf of RDO Equipment Company submitted an application on February 21, 2020 for site preparation in order to construction a 29,380 square foot equipment sales and service building, and a 2,700 square foot equipment wash bay building at 12378 N. Frontage Road E, parcel 11076001. The application was determined to be complete and ready for review on February 21, 2020. The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 16: Building & Construction, Title 18: Zoning. Environmental review is required for this project. The City of Moses Lake has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Non-Significance (DNS) for this project. The optional DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. No adverse environmental impacts have been identified, so no mitigating conditions have been identified as necessary through SEPA.
