NOTICE TO MATERIAL SUPPLIERS Sealed bids, plainly marked "BID FOR B-SE CULVERT REPLACEMENT PROJECT, CRP 18-10", will be received by Grant County at the Office of the Board of County Commissioners located in the County Courthouse, P.O. Box 37, 35 C Street NW - Room 206, Ephrata, WA, 98823, until 1:30 P.M., Tuesday, February 18, 2020 and will then and there be opened and publicly read for the construction of the improvements. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. No conditional bid bond will be accepted. Should the successful bidder fail to enter into such contract and furnish a satisfactory performance bond within the time stated in the specifications, the bid proposal deposit shall be forfeited to Grant County. Maps, plans and specifications may be purchased from the office of the County Engineer, 124 Enterprise St. S.E., Ephrata, WA 98823, upon payment of the amount of $25.00 (non-refundable). Applicant Northwest Pipeline LLC (Northwest), a Williams company, 295 Chipeta Way, Salt Lake City, Utah 84105 is seeking coverage under the Washington State Department of Ecology's Construction Stormwater General Permit. The proposed 3.1-mile pipeline loop, known as the Othello Lateral Loop Project (Project), is in Adams and Grant Counties, Washington, approximately 19 miles southeast of Moses Lake. The Project begins 0.6 miles south of the intersection between North Howard Road and West Lind Warden Road and terminates approximately 0.3 miles north of the intersection between West Providence Road and Providence Road SE. The new pipeline will be installed adjacent to an existing pipeline and in the existing pipeline easement. Northwest is anticipating approximately 50 acres of temporary ground disturbance from grading and excavation within construction and permanent right-of-ways and temporary extra work areas. Construction equipment will be staged at temporary extra work areas, and equipment travel will occur on existing roads. Stormwater runoff could occur with precipitation. Erosion control Best Management Practices will be implemented consistent with the Project's Stormwater Pollution Prevention Plan and the Federal Energy Regulatory Commission's "Upland Erosion Control, Revegetation, and Maintenance Plan." Stormwater is not anticipated to leave the construction footprint; however, adjacent to intermittent and ephemeral waterbodies, silt fence or straw bale filters will be installed to prevent sedimentation to these features from runoff. Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology's action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in the receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II antidegradation requirements under WAC 173-201A-320.
