NOTICE: ANNOUNCEMENT OF AVAILABILITY OF APPLICATION PERMIT NO.: ST0008078 APPLICANT: Nouryon Pulp & Performance Chemicals FACILITY: 2701 Road N NE Moses Lake, WA 98837 Nouryon Pulp & Performance Chemicals has applied for renewal of its State Waste Discharge Permit (SWDP) in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-216 Washington Administrative Code (WAC). Ecology accepted the application as complete on December 30, 2019. Nouryon Pulp & Performance Chemicals owns and operates a chemical production facility in Moses Lake, Washington with two units: bleaching chemicals and paper chemicals. The facility discharges wastewater to the City of Moses Lake Sand Dunes Wastewater Treatment Plant with a maximum daily flow limit of 180,000 gallons per day (gpd) and an average monthly flow limit of 150,000 gpd. The renewal application requests a change in the monthly average discharge limit from 150,000 gpd to 165,000 gpd to accommodate increased volume of blowdown from their cooling tower during the summer months and the removal of paper chemical processes and wastewater discharge as the business is no longer operating at the site. The wastewater, following treatment, must meet the requirements of the Washington State Water Pollution Control Act and applicable regulations for a permit to be issued. The Department of Ecology is proposing to renew the permit and is hereby issuing public notice of its intent.
