Wanzek Construction Inc., 4850 32nd Avenue South, Fargo, ND 58104 is seeking coverage under the Washington State Department of Ecology's Construction Stormwater NPDES and State Waste Discharge General Permit. The proposed project, Quincy Solar Project, is located at 5010 Road 10 NE in Moses Lake, in Grant County. It is concurrently seeking a Grant County Conditional Use Permit. Construction in 2019 will involve up to 8 acres of soil disturbance for the installation of steel piles to support the future installation of inverter skids. Full construction will occur in 2020 or later and will be covered under a separate Construction Stormwater NPDES and State Waste Discharge General Permit. Stormwater discharge from the site drains via overland flow and ultimately discharges to Moses Lake, located 4.8 miles south of the site, and Crab Creek, located 2.6 miles east of the site. Any persons desiring to present their views to the Washington State Department of Ecology regarding this Application, or interested in Ecology's action on this Application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice. Ecology reviews public comments and considers whether discharges from this project would cause a measurable change in receiving water quality, and, if so, whether the project is necessary and in the overriding public interest according to Tier II anti-degradation requirements under WAC 173-201A-320.
