Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) and SEPA Checklist received by Grant County on 04/30/14 from Kris Dexter (Designated Contact: John Hermann, 3740 Thayer Rd. NE, Moses Lake, WA 98837) were found to be technically complete on 05/23/14.

Notice is hereby given that a JARPA (Shoreline Substantial Development & Conditional Use Permit) and SEPA Checklist received by Grant County on 04/30/14 from Kris Dexter (Designated Contact: John Hermann, 3740 Thayer Rd. NE, Moses Lake, WA 98837) were found to be technically complete on 05/23/14. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. Proper erosion and sediment control practices must be used to prevent upland sediments from entering surface water. The landowner/applicant shall take all measures as necessary to minimize and control sediment run-off into Moses Lake during construction and/or after completion of this project, including, but not limited to: (a) Use of silt fences in conjunction with bales of hay to prevent and/or lessen soil erosion, (b) Replant disturbed soils with native vegetation following construction, (c) Consult with the WA Dept. of Fish and Wildlife (Ephrata Office) in order to determine the best methods and/or processes of erosion control, (d) Any excavated material(s) must be deposited landward of the shoreline and/or removed from the subject parcel, thereby lessening sedimentation and erosion, (e) Any rocks moved during construction for the placement of support legs for the dock must be deposited underneath the dock thereby enhancing habitat for native wildlife. 2. The landowner/applicant shall alter the shoreline only to the minimum extent necessary so as to complete the project as proposed. 3. The amount of shoreline altered and/or wetland vegetation disturbed by construction activities shall be kept to the minimum extent necessary in order to complete the project. Upon completion of the project, any/all disturbed areas shall be replanted with native wetland, aquatic, and/or terrestrial species as approved by the WA Dept. of Fish and Wildlife. PROJECT: This proposal includes four (4) docks on four (4) separate parcels owned by Mr. Dexter. The project as proposed for each lot is for the construction of a 6-ft. wide by 20-ft. long walkway leading to an 8-ft. by 20-ft dock. The application also includes a 9-ft. by 10-ft. boatlift and 6-ft. by 12-ft. dual Jet Ski lift on each dock. A 6-ft. pathway will be created to the future home from the lake on each lot. Large rocks on each side of the walkway are being proposed to prevent erosion of the pathway. ADDITIONAL PERMITS REQUIRED: WDFW Hydraulic Approval. STUDIES REQUIRED: None. LOCATION: The sites are vacant lots located on or just off of Goodrich Rd. SE, Moses Lake, WA. The project sites are Lot 35 (no address), Lot 37 (9084 Goodrich Rd. SE) and Lot 38 (9068 Goodrich Rd. SE) of the Pelican Point Addition #1 Plat and Lot 01 (9058 Goodrich Rd. SE) of the Pelican Point Addition #3 Plat. It is located in the NW quarter of the NW quarter of Section 03, Township 18 North, Range 28 East, WM, Grant County, WA (Parcel #12-0763-000, 12-0765-000, 12-0766-000, 12-0881-011). SHORELINE ENVIRONMENT: Suburban. ZONING: Urban Residential 2. PUBLIC HEARING: None. CONSISTENCY STATEMENT: This proposal is subject to and shall be consistent with Grant County Code, International Building Code, and International Fire Code.
