The proposed Dune Lakes Master Development Plan will include: a mix of single and multi-family residential properties, commercial retail services and office park accommodations, an 18-hole golf course open to the public, extensive community park, recreation center, and playfield open space, and a waterfront park with boat launch and docking facilities for community use. GRANT COUNTY WATER CONSERVANCY BOARD

NOTICE OF APPLICATION FOR CHANGE OF GROUNDWATER

CERTIFICATE 4834-A

TAKE NOTICE:

Earl and Viki Hubsmith of Moses Lake, WA have made an APPLICATION FOR CHANGE/TRANSFER of Water Right Groundwater certificate Number 4834-A to the Board. The board has designated such application for active Board review by assigning its number of GRAN-07-03. The Department of Ecology has assigned tracking number CG3-*05763C@2 to this application.

That Ground Water Certificate 4834-A with a priority date of October 19, 1960 has current authorization for 400 gallons per minute, 160 acre-feet per year, for seasonal irrigation of 40 acres and domestic supply. The place of use being 40 acres within SW1/4NE1/4 Section 34, T19N, R28E, W.M. The point of withdrawal being a well within the same said parcel.

The proposed changes is to divide the certificate into 34 separate parts. The first 33 proposes to change the purpose of use to continuous domestic supply and add 34 point of withdrawal and each lot proposing 9 gallons per minute and between 2.3 to 2.7 acre-feet per year. The place of use and well location for each will be subdivided parcels within the original place of use: SW1/4NE1/4 Section 34, T19N, R28E, W.M. The other change proposes to change the remaining portion of the water right to Municipal use and change the place of use to the service area of the Cascade Valley Water District as defined by the most recent approved water system plan of the WA Department of Health. It also proposes to change the point of withdrawal to two(2) existing points of withdrawal within the NE1/4 Section 17, T19N, R28E, W.M. Details of this proposed change may be seen after contacting the water conservancy board at its office.

Any interested party may submit comments, objections, and other information to the board regarding this application. The comments and information may be submitted in writing or verbally at any public meeting of the board held to discuss or decide on the application. Additionally, the Water Conservancy Board will consider written comments or information provided within thirty (30) days from the last date of publication of this notice, said written comments or information to be provided to its office located at 3953 Airway Drive NE, Moses Lake, WA 98837.

Any protests or objections to the approval of this application may be filed with the Department of Ecology and must include a detailed statement of the basis for objections. Protests must be accompanied by a fifty dollar ($50.00) recording fee and filed with the Department of Ecology, P.O. Box 5218, Lacey WA 98509-5126 within thirty (30) days from September 4, 2007.

An ordinance annexing property commonly known as the Friday/St. Marie Annexation to the City of Moses Lake, Washington, and incorporating the same within the corporate limits of the City of Moses Lake, and which provides for the assumption of existing indebtedness.

(This summary is published pursuant to RCW 65.16.160. The full text of the ordinance will be mailed, without charge, to any person upon request.)

The Moses Lake City Council adopted an ordinance which annexes approximately 18.46 acres of property located north of Highway 17 and adjacent to Grape Drive and Maple Drive.

This ordinance, which was adopted on August 28, 2007 will be in force five days after publication.

NOTICE OF MITIGATED

DETERMINATION OF

NON-SIGNIFICANCE

NOTICE IS HEREBY GIVEN that the City of Moses Lake issued Mitigated Determinations of Non-Significance (MDNSs) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following projects:

1. Oasis Auto Spa - Construct an automated car wash facility in the C-2 General Commercial Zone. The proponent are Thomas & M'Lee Jackson, Moses Lake, WA. The site is located at 620 SI Pioneer Way, across the street from Grant County Mall.

2. Energy Industrial Park - Create a platted lot and divide it into 22 parcels through the binding site plan process in the Heavy Industrial Zone. The proponent is Vic Jansen, Moses Lake, WA. The site is located north of Wheeler Road and West of Road N

After review of the completed environmental checklists and other information on file with the City of Moses Lake, the SEPA Responsible Official has determined that the proposals will not have a probable adverse impact on the environment if the stipulated mitigation is provided. Pursuant to WAC 197-11-340(2) the lead agency will not act on these proposals for 14 days from the date of determination. Comments on the MDNSs must be submitted by September 12, 2007 to the Responsible Official.
