City of Moses Lake Notice of Application and DNS Sunshine Estate Developer, LLC submitted an application on May 28, 2020 with plans to build three one-story metal production buildings (insulated panels) in the field of growing and processing plants for medical purposes in enclosed spaces inside of these buildings. The entire technological cycle of cultivation and production does not imply any contact with the external environment. This project is planned to be implemented in 4 phases of development, in the long term for 5-7 years. This will be located East of Randolph Rd and south of Tyndall Road NE and is currently in the city Limits. The application was determined to be complete and ready for review on June 18, 2020. The project has been determined to be consistent with the City's Comprehensive Plan, and the following development regulations are applicable to the project: Moses Lake Municipal Code (MLMC) Title 14: Environmental Regulations, Title 16: Building & Construction, Title 18: Zoning. Environmental review is required for this project. The City of Moses Lake has reviewed the proposed project for probable adverse environmental impacts and expects to issue a Determination of Non-Significance (DNS) for this project. The DNS process in WAC 197-11-355 is being used. This may be your only opportunity to comment on the environmental impacts of the proposed project. No adverse environmental impacts have been identified, so no mitigating conditions have been identified as necessary through SEPA. The project review process may include additional mitigation measures under applicable codes.
