Notice of Application & Proposed Mitigated Determination of Non-Significance - Date of Notice: February 24, 2020 Notice is hereby given that a JARPA (Shoreline Substantial Development Permit) Application and SEPA Checklist were received by Grant County on February 10, 2020 from Lori Rodriguez (Designated Contact: John Hermann, CBMI, 3740 Thayer Rd NE, Moses Lake, WA 98837) and was found to be technically complete on February 19, 2020. REQUEST FOR QUALIFICATIONS _______________________________________________________________________ Access Feasibility Study and Road Design for Port of Warden Industrial Sites _______________________________________________________________________ BACKGROUND ______________________________________________________________________The Port of Warden ("Port District No. 8 of Grant County") is located in Central Washington with its principal office in Warden, Washington. The Port of Warden owns two (2) parcels of real property (Grant County Assessor's Parcel Nos. 060658000 and 061713417) comprising ninety (90) acres, more or less, of unimproved land which does not currently have suitable road access for industrial development. In addition, the Port of Warden is currently in negotiations to acquire the northern thirty-nine (39) acres, more or less, of Grant County Assessor's Parcel No. 181062000 which also does not have suitable road access for industrial development. Port of Warden Access Feasibility Study The Access Feasibility Study is an evaluation of alternatives to provide suitable road access to the Properties to enable the Port of Warden to develop the Properties for industrial use. Port of Warden Road Design Assuming a means of suitable road access to the Properties is identified as a result of the Access Feasibility Study and all real property rights can be acquired for such route, the Port of Warden will require design and engineering of the road. All design and engineering work will be subject to supervision and approval of the Port of Warden. The Access Feasibility Study contemplated in this Request for Qualifications must review all feasible means of accessing the Properties in a manner suitable for industrial development of the Properties taking into consideration foreseeable vehicular traffic, the regulatory requirements for each alternative, the estimated cost of each alternative, the estimated timeline for acquiring all required property rights for each alternative, the estimated timeline for the permitting and construction of each alternative and the provision of a conceptual layout and development plan for each alternative. The road design and engineering phase contemplated in this Request for Qualifications shall include concept drawings (general site plan, general arrangement, typical section), specifications, table of contents, draft design report documenting design decisions/criteria/assumptions including, but not limited to, design codes to be used, design loads and load combinations, O&M requirements and final construction cost estimate. Review and approval by the Port of Warden will be required. SELECTION PROCESS _______________________________________________________________________ Evaluation of Submittals Submittals received will be evaluated and ranked by the Port of Warden. The Port of Warden will enter into negotiations with the top-selected candidate from the qualified list. The selection will be made directly from the qualified list. Submittals will be evaluated on various qualifications, including but not necessarily limited to: Knowledge and experience of key staff Availability of key staff personnel and resources Capability to complete the work in a short time frame Experience and demonstrated competence on similar projects Understanding of project scope Technical approach and methodology The Port of Warden will notify applicants of the evaluation results. Scoping Meeting The top-ranked candidate shall meet with Port of Warden staff (either in person or by conference call) to ensure the candidate has a complete understanding of the project and to refine the Scope of Work, if necessary. Cost Proposal Following the Scoping Meeting, the top-ranked candidate shall submit a cost proposal to the Port of Warden for the completion of the Access Feasibility Study according to the agreed-upon Scope of Work. The cost proposal shall include all labor costs, overhead costs, subcontract costs, and an itemized list of direct expenses. Costs shall be shown in a matrix format, by task grouping, and show hours per staff member, base labor rates and overhead and profit rates. Final negotiations with the Port of Warden will commence shortly after receipt of the cost proposal. Applicant Northwest Pipeline LLC (Northwest), a Williams company, 295 Chipeta Way, Salt Lake City, Utah 84105 is seeking coverage under the Washington State Department of Ecology's Construction Stormwater General Permit. The proposed 3.1-mile pipeline loop, known as the Othello Lateral Loop Project (Project), is in Adams and Grant Counties, Washington, approximately 19 miles southeast of Moses Lake. The Project begins 0.6 miles south of the intersection between North Howard Road and West Lind Warden Road and terminates approximately 0.3 miles north of the intersection between West Providence Road and Providence Road SE. The new pipeline will be installed adjacent to an existing pipeline and in the existing pipeline easement. Northwest is anticipating approximately 50 acres of temporary ground disturbance from grading and excavation within construction and permanent right-of-ways and temporary extra work areas. Construction equipment will be staged at temporary extra work areas, and equipment travel will occur on existing roads. Stormwater runoff could occur with precipitation. Erosion control Best Management Practices will be implemented consistent with the Project's Stormwater Pollution Prevention Plan and the Federal Energy Regulatory Commission's "Upland Erosion Control, Revegetation, and Maintenance Plan." Stormwater is not anticipated to leave the construction footprint; however, adjacent to intermittent and ephemeral waterbodies, silt fence or straw bale filters will be installed to prevent sedimentation to these features from runoff. Any persons desiring to present their views to the Washington State Department of Ecology regarding this application, or interested in Ecology's action on this application, may notify Ecology in writing no later than 30 days of the last date of publication of this notice.
