NOTICE OF DETERMINATION OF NONSIGNIFICANCE Royal School District issued a determination of non-significance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: The Royal High School Additions and Gym Modernization project will include an expanded Commons for the High School, a remodel of the entry and administration area, two additional classrooms, a new gym entry, renovated locker rooms, and modernization of the gym. The additions will connect the gym, main high school building, existing cafeteria building, and existing library building to allow interior access between all buildings. The design is directly derived from the needs expressed by the Royal School District in an effort to provide much needed improvements, while creating an educational facility that is poised for growth and developing and enriching the learning experience of the students. The Royal High School includes Grades 9-12. The construction will be phased to allow parts of the building to be used during the school year. The project will add approximately 19,000 square feet to make the new total building area of the high school and gym approximately 101,000 square feet. The project will also include some improvements to the site around the building, as well as rerouting of various underground utilities to accommodate the building additions. Added paved parking is planned for the northern area of the existing main high school parking area, and new paved parking is planned on the west side of the building to replace existing parking stalls being displaced by the classroom addition. New sidewalk/entry plaza, pedestrian paths, and site improvements within the new exterior courtyard space are planned. The design is directly derived from the needs expressed by the Royal School District in an effort to provide much needed upgrades to the building, while creating an educational facility that is poised for growth and developing and enriching the learning experience of the students. The Royal Middle School is currently a 31,000 square foot building that serves Grades 7 and 8. The construction will be phased to allow parts of the building to be used during the school year. The building will be approximately 35,000 square feet with the proposed addition. A small amount of site and utility work will occur around the addition, including relocating an existing communication vault/underground lines, rerouting a section of sewer piping, and bringing a new fire water line over to the building to serve the added fire suppression system. The project will include the relocation of two portable classroom buildings from a different location on the school campus to the new planned location north of the middle school building, and associated site and utility work. The project will include an updated monument sign near the roadway to replace the existing sign, and will include a bid alternate to incorporate an electronic reader board into the design of the new monument sign.
