Notice of Application - Date of Notice: November 4, 2019. Notice is hereby given that Grant County has received a SEPA checklist from Port of Moses Lake (Designated Contact: Western Pacific Engineering and Survey, 1328 E. Hunter Place, Moses Lake, WA 98837) and determined this application to be technically complete on February 11, 20120. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. This proposal may include mitigation measures under applicable codes, and the project review process may incorporate or require mitigation measures regardless of whether an EIS is prepared. This may be the only opportunity to comment on the environmental impacts of the proposal and the proposed mitigation measures. A copy of the subsequent threshold determination may be obtained upon request. PROPOSED MITIGATION MEASURES: 1. The proposed development shall not inflict upon adjacent land(s) smoke, dust, glare, dirt, steam, vibration, noise, electrical interference, excessive hazards, odors, or pollution which exceeds applicable local, state, or federal standards. 2. Best Management Practices (BMPs) shall be used as necessary during development and implementation of this proposal in order to minimize temporary disturbances to the subject area, to lessen the risk of erosion, and to stabilize the site during construction. 3. Dust and emissions to the air associated with the development will be controlled by utilizing Best Management Practices (BMPs) and dust control during construction. Water shall be used on-site for dust control as needed during construction. 4. Facilities shall be installed in such a manner so as to prevent run-off from the site from entering adjoining properties. Surface water shall be managed in accordance with the Eastern Washington Stormwater Management Manual. 5. Development shall comply with mitigation, monitoring, and reporting plan prepared by Dennis Beich, Ecosystems Northwest (February 6, 2020). 6. Should ground disturbing activities reveal cultural materials (structural remains, euroamerican artifacts, or Native American artifacts) activity will cease and the WA State Historic Preservation Officer should be immediately notified. 7. If ground disturbing activities encounter human skeletal remains during the course of construction, all activity will cease that may cause further disturbance to those remains. The area of the find will be secured and protected from further disturbance until the State provides notice to proceed. DESCRIPTION: Construction of a new road (approximately 5 miles) connecting Rd. 10 NE and SR 17. Utility infrastructure (water, sewer, industrial sewer lines) will also be installed to facilitate any future development. Following construction the roadway will be dedicated to Grant County. Construction will result in approximately 25,264.5 cubic yards of excavation and 29,351.3 cubic yards fill. Utility construction will require approximately 10,000 cubic yards of sand bedding and the trench excavations will include approximately 120,000 cubic yards of excavated material. PERMITS REQUIRED: Grading Permit. STUDIES REQUIRED: Habitat Assessment and Mitigation Plan, Cultural Resource Survey LOCATION: The proposed "Road G" will be built along the west side of Grant County International Airport. NOTICE OF DETERMINATION OF NONSIGNIFICANCE Royal School District issued a determination of non-significance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: The Royal High School Additions and Gym Modernization project will include an expanded Commons for the High School, a remodel of the entry and administration area, two additional classrooms, a new gym entry, renovated locker rooms, and modernization of the gym. The additions will connect the gym, main high school building, existing cafeteria building, and existing library building to allow interior access between all buildings. The design is directly derived from the needs expressed by the Royal School District in an effort to provide much needed improvements, while creating an educational facility that is poised for growth and developing and enriching the learning experience of the students. The Royal High School includes Grades 9-12. The construction will be phased to allow parts of the building to be used during the school year. The project will add approximately 19,000 square feet to make the new total building area of the high school and gym approximately 101,000 square feet. The project will also include some improvements to the site around the building, as well as rerouting of various underground utilities to accommodate the building additions. Added paved parking is planned for the northern area of the existing main high school parking area, and new paved parking is planned on the west side of the building to replace existing parking stalls being displaced by the classroom addition. New sidewalk/entry plaza, pedestrian paths, and site improvements within the new exterior courtyard space are planned. NOTICE OF DETERMINATION OF NONSIGNIFICANCE Royal School District issued a determination of non-significance (DNS) under the State Environmental Policy Act Rules (Chapter 197-11 WAC) for the following project: The Royal Middle School Modernization and Addition will primarily include a complete replacement of the existing mechanical and electrical systems, a new fire suppression system, a remodel of the administration area, and an addition to the building of two classrooms and restrooms. The design is directly derived from the needs expressed by the Royal School District in an effort to provide much needed upgrades to the building, while creating an educational facility that is poised for growth and developing and enriching the learning experience of the students. The Royal Middle School is currently a 31,000 square foot building that serves Grades 7 and 8. The construction will be phased to allow parts of the building to be used during the school year. The building will be approximately 35,000 square feet with the proposed addition. A small amount of site and utility work will occur around the addition, including relocating an existing communication vault/underground lines, rerouting a section of sewer piping, and bringing a new fire water line over to the building to serve the added fire suppression system. The project will include the relocation of two portable classroom buildings from a different location on the school campus to the new planned location north of the middle school building, and associated site and utility work. The project will include an updated monument sign near the roadway to replace the existing sign, and will include a bid alternate to incorporate an electronic reader board into the design of the new monument sign.
