Notice of Application and Proposed MDNSand Public Hearing Notice is hereby given that a Conditional Use Permit application and SEPA checklist received by Grant County on 7/31/19 from Ryan Doumit (Designated Contact: Cliff Harden, Harden Construction, 6203 Chaparral Dr. Moses Lake, WA 98837) were found to be technically complete on 8/22/19. Grant County expects to issue a Mitigated Determination of Non-Significance for this proposal, and the Optional DNS Process in WAC 197-11-355 is being used. MITIGATION: 1) Proper erosion and sediment control practices must be used to prevent dirt and debris from entering irrigation ditches or County roadways. 2) Dust and emissions to the air associated with the development shall be controlled by utilizing Best Management Practices (BMPs). 3) Facilities shall be installed in such a manner so as to prevent run-off from the site from entering adjoining properties. Surface water run-off must be contained and absorbed on-site. 4) It is the applicant/property owner's responsibility to determine if any additional permits/licenses are required by Federal, State, or local agencies. The applicant shall acquire said permits as necessary. DESCRIPTION: Construction of an approximately 37,500 sq. ft. Indoor Baseball training facility building. The building will measure approximately 150' x 250' and approximately 45 ft. high with turf flooring and batting cage netting as well as provisions for multisport training purposes. ADDITIONAL PERMITS: Building Permit. STUDIES REQUIRED: None. LOCATION: The project is located at 6708 College Parkway Rd NE Moses Lake, near the campus of Big Bend Community College and the Grant County International Airport.
