PUD enhances public access

EPHRATA – Grant PUD Commissioners have approved a resolution which establishes a framework for enhancing public access and use of Grant PUD properties along the Columbia River.

According to Public Information Officer Thomas Stredwick, the resolution sets clear standards and guidelines for Grant PUD to issue permits for shoreline communities wishing to use Grant PUD owned properties in ways that improve and enhance public access, while also protecting wildlife habitat.

The board’s action also paves the way for staff to work with recreational communities near the Priest Rapids Project to accomplish these goals.

Grant PUD’s Shoreline Management Plan calls for the utility to enhance public access and clarify the process for use and enforcement of Grant PUD lands along the Columbia River.

Prior to implementation of these policies and procedures, the utility will host public workshops and welcome public comment. A full schedule will be announced this spring.

Following the public process, the new standards and guidelines are expected to take effect in early 2015 upon Grant PUD approval of Public Recreation Development Plans.

Development of new Public Recreation Development Plans for three shoreline communities (Sunland Estates, Vantage and Desert Aire) will be finalized in the coming year to provide additional guidance and clarification.

Fees, monitoring and inspections schedules, permit procedures and application requirements are all included. Plans specify the type of uses that are subject to fees, which include but are not limited to: boat launches, docks, paths, fencing/barriers, landscaping or plantings, buoys, special events, camping, water-intakes, etc.
