NOTICE TO BIDDERS

Sealed Proposals will be received by the Public Utility District No. 2 of Grant County at Beverly, Washington until 4:00 P.M., on September 19, 2006 for Upgrade of the DCS System & Technical Support for the Priest Rapids and Wanapum Powerhouses, as more fully described in Contract Documents #430-2314 RFP.

On the above date, the Proposals will be opened, reviewed and evaluated at the District's Office located at 15655 Wanapum Village Lane SW, Beverly, Washington 99321. All proposals shall by subject to and shall comply with the RFP Instructions and "Instructions to Bidders" contained in the Contract Documents, copies of which are available on the District eBid System at http://grantpud.ebidsystems.com.

REQUEST FOR PROPOSAL

PROFESSIONAL SERVICES

The Public Utility District No. 2 of Grant County, Washington is Requesting Proposals be submitted for Professional Services for the Upgrade of the DCS System and Technical Support for the Priest Rapids and Wanapum Powerhouses Control System.

All necessary information concerning the instructions for preparing the proposals is provided in the attached RFP.

Five (5) copies of the proposal must be submitted to the attention of Lonnie O'Neal, Senior Contracting Officer Public Utility District no. 2 of Grant County, Beverly, Washington 99321 no later than 4:00 P.M. on September 19, 2006.

SCOPE OF SERVICES

The contract for Professional Consulting Services are anticipated to include, but not necessarily limited to, the following:

The District is seeking to upgrade its Ovation control system supplied by Emerson Power and Water Solutions of Pittsburgh, PA. The upgrade will consist of the following components: 1) be based on Emerson's Evergreen program and provide three years of warranty coverage, 2) upgrade the Ovation system's software to latest version available at time of upgrade, 3) provide Emerson validated replacement Dell workstations and servers with appropriate Windows operating systems, 4) provide replacement Historical Data Server and migrate existing data, 5) replace controller processors cards and provide spares, 6) migrate existing control code and graphics, and 7) replace existing FDDI network with a Cisco based fast Ethernet configured by Emerson. Software enhancement will include modifications to make the system NERC CIP compliant..

The anticipated hardware and software upgrade will be performed during the month of May of 2007.
