Rivershore Lane, Eagle, Idaho 83616-4979  FACILITY: Farm Unit 213, Irrigation Block 73, Columbia Basin Project    Quincy, WA 98848  Ag IRIS and Water Company has applied for a National Pollutant Discharge Elimination  System (NPDES) permit in accordance with the provisions of Chapter 90.48 Revised Code of Washington (RCW), Chapter 173-220 Washington Administrative Code (WAC), and the Federal Clean Water Act; AND an Agricultural Industrial Water Reuse permit in accordance with provisions of Chapter 90.46 RCW and Chapter 173-219 WAC.   Ag IRIS proposes an agricultural reuse irrigation system (Ag IRIS; Project) that will produce agricultural industrial reuse water from treated effluent discharged from the City of Quincy Industrial Water Treatment Facility. Reuse water will be delivered to an adjacent irrigation canal operated by the Quincy Columbia Basin Irrigation District (QCBID). Ag IRIS will produce and beneficially use agricultural industrial reuse water, and deliver reuse water to users via the west canal, which is owned by United States Bureau of Reclamation (USBR) and operated by QCBID. The Ag IRIS Project is designed to produced a maximum daily flow of 10.8 million gallons per day of reuse water. The water, following treatment, must meet the requirements of the Washington State Water Pollution Control and Reclaimed Water Use Acts and applicable regulations for a permit to be issued.  Following completion of State and Federal environmental review processes, the  Department of Ecology is proposing to issue these separate permits and is hereby issuing public notice of its intent.
